The surface of local voting has changed dramatically in just a few years. The major summit of 300,000 voters is to be found in Conservative territory towards the Liberal border. A second minor peak of 180,000 has formed in the Labour territory as the vote has moved away from the Conservative/Labour contests to include the the Alliance.
